Idaho Housing Programs:

Updated June 2026

Idaho Housing offers statewide homebuyer programs through participating lenders, including home loans, down payment and closing cost assistance, and homebuyer education through Finally Home!®. Idaho Housing’s down payment assistance can provide up to 8% of the home’s sales price to use toward down payment and/or closing costs, and some buyers may contribute as little as $500 of their own funds in qualifying scenarios. Verify current limits, eligibility, and lender participation at Idaho Housing homebuyers and the program page: Idaho Housing Down Payment Assistance (see IHFA Program Bulletin announcing the DPA changes).

Idaho First-Time Homebuyer Mortgage Programs:

Eligibility: Idaho Housing serves a broad range of homebuyers, including first-time buyers and repeat buyers, depending on the specific mortgage product and assistance structure. (IHFA defines a first-time buyer as someone who has not owned and occupied a primary residence in the last three years.)
Offerings: Fixed-rate mortgage options through participating lenders, plus down payment and closing cost assistance for qualifying buyers.
Main Statewide Features:

  • Idaho Housing Home Loans: State-supported mortgage options available through participating lenders. See IHFA loan details and lender list at Idaho Housing homebuyers.
  • Down Payment and Closing Cost Assistance: Assistance of up to 8% of the sales price for eligible buyers (see IHFA product-specific rules and caps). For the DPA change see IHFA Program Bulletin: Program Bulletin 2025-8.
  • Finally Home!® Education and Counseling: Homebuyer education and counseling resources developed and administered in partnership with Idaho Housing; required for many assistance products. See Finally Home!.

Typical Requirements:

  • Household income must be at or below $170,000 for some Idaho Housing home loan products — specific loan products and tax-exempt bond products may use different income or sales-price limits; check IHFA’s county charts for product-specific numbers: Idaho Housing borrower income & sales-price limits.
  • Idaho Housing requires completion of Finally Home!® Homebuyer Education for borrowers using its down payment and closing cost assistance and for certain HFA-backed products. See IHFA guidance at Idaho Housing Homebuyer Education and Finally Home!.
  • Idaho Housing defines a first-time homebuyer as someone who has not owned and occupied a primary residence within the last three years.
  • Final approval depends on lender underwriting, credit, debt-to-income ratios, and the selected mortgage product; participating lenders may apply overlays.

Down Payment Assistance (DPA) Options:

Idaho Housing DPA: Idaho Housing provides down payment and closing cost assistance (typically delivered as a second mortgage) that can be used toward down payment and/or closing costs. The program documents state a maximum of 8% of the sales price (based on the lesser of sales price or appraised value) and note that qualifying borrowers may contribute as little as $500 of their own funds. See the official program page: Idaho Housing Down Payment Assistance and IHFA Program Bulletin: Program Bulletin 2025-8.
Repayment Structure: Idaho Housing’s additional financing is typically structured as a subordinate (second) mortgage and is repaid alongside or per the terms of the primary mortgage, or as otherwise specified in the program documents.

Homebuyer Education and Counseling:

Finally Home!®: Idaho Housing’s Finally Home! homebuyer education course helps buyers understand the purchase process and is required for many Idaho Housing assistance products. Graduates receive access to post-purchase resources and counseling. Register and confirm approved counseling options at Finally Home!.

Local Programs (Examples):

In addition to Idaho Housing’s statewide programs, some Idaho communities may offer local assistance or mortgage support. Local availability can change quickly; buyers should verify current local program details directly with city or county housing departments or partner nonprofits.

Boise / Ada County

City of Boise Homeownership Opportunity Program (HOP): The City of Boise provides assistance in the form of a deferred mortgage for qualified homebuyers purchasing homes within Boise city limits. Funds may be used toward down payment and/or closing costs and can reduce the buyer’s first mortgage. The City operates HOP via partner referrals (selected partners include NeighborWorks Boise and LEAP Housing); see the City policy for current referral partners and the application pathway: Boise HOP Policy (2025).

Boise Program Details

Boise HOP Terms: The City’s policy sets the maximum assistance for a standard fee-simple ownership property at $45,000 (subject to underwriting and annual review). For leasehold or deed-restricted properties (including Community Land Trust scenarios), the City allows higher maximum assistance (commonly capped at $65,000). Assistance is typically provided as a deferred mortgage with repayment or recapture generally due at sale or transfer. Participating buyers must generally contribute at least 0.5% of the purchase price toward down payment/closing costs and meet targeted income guidelines (generally between 50% and 80% of AMI). See the official policy for full underwriting, DTI, and residency requirements: City of Boise HOP Policy (PDF).

Other Idaho Cities

Check Local Housing Offices and Lenders: Outside Boise, many buyers will primarily use Idaho Housing’s statewide programs. Because local assistance can be limited, referral-based, or project-specific, buyers in places such as Nampa, Meridian, Pocatello, Coeur d’Alene, Idaho Falls, and Twin Falls should verify whether any current city, county, nonprofit, or employer-assisted homeownership programs are available before relying on older program information.

Additional Information:

  • FHA Loans: Often used by first-time buyers because of lower down payment options, subject to FHA rules.
  • VA Loans: May allow 0% down for eligible veterans, service members, and certain surviving spouses.
  • USDA Loans: May allow 0% down in eligible rural areas, subject to USDA income and property eligibility requirements.

Idaho buyers should compare statewide Idaho Housing options with any local assistance that may be available in the city where they plan to buy. Before making an offer, confirm current rates, down payment help, education requirements, income limits, and lender participation directly with Idaho Housing or a participating lender.
